What is a Development Plan?
The development plan will guide the Tri-Roads Planning District’s growth and development for the next generation. It is a strategic document that will address the community’s physical, economic and social development. The development plan is also a reflection of the community’s goals and aspirations for the next generation as it strives to create a vibrant Planning District that will contribute to the quality of life and liveability of the Tri-Roads region.
 
Which Rural Municipalities and Villages are included in the Tri Roads Planning District?
In 2013, Manitoba Municipalities were directed by the Province to amalgamate. As a result of this direction, the Town of Russell and Village of Binscarth entered the process of amalgamating to form the Municipality of Russell-Binscarth and the Rural Municipalities of Silver Creek and Shellmouth-Boulton entered into the process of amalgamating to form the Rural Municipality of Riding Mountain West. The Tri-Roads Planning District includes the RM of Russell Binscarth and the RM of Riding Mountain West.
 
The Purpose of the Development Plan
The development plan will serve as a framework for decision-making for the Planning District to guide and formulate development policies and decisions for the area’s economic growth and livability. It will also identify opportunities regarding development of land, as well as, social, environmental and economic factors that contribute to the growth and prosperity of the Tri-Roads Planning District. In addition, it will establish the necessary short-term and long-term actions for the implementation of the development plan.
 
Economic Development Tool vs. Regulation
The Tri-Roads development plan and Zoning Bylaw will act as a vehicle for future economic development. Its role will be much more than a form of regulation. The development plan will create a tool for community economic development to attract industry, business and community amenities such as health care. It will essentially create a plan of action for the Tri-Roads community for liveability and future prosperity.
 
What is a Zoning Bylaw?
The role of the Zoning Bylaw is to implement the objectives and policies of the Tri-Roads Planning District’s development plan. It will outline roles and responsibilities of Council and administration and it will regulate the use and development of buildings, structures and land as identified in the development plan.
 
What is the timeline?
The development plan will take approximately 12-months to complete. We are expecting the final delivery of the plan by December 2017. Within the following 12-months we will coordinate the following activities:
o Stakeholder engagement in February-March 2017
o Community-based input sessions – June 2017
o Drafting Plan and Zoning Bylaw – September – October 2017
o Delivery of final plan and community open house – November – December 2017
 
How do I participate?
Community engagement is an important component of the process and there will be many opportunities to provide input into the development plan. We will be conducting stakeholder meetings in February – March 2017 and we will be organizing an open house in December 2017
