AGRICULTURAL APPROACH EXPANSION PROGRAM

 PURPOSE: Expanding farm operations and larger equipment to meet those operations have resulted in current field approaches being too narrow in some cases.  Given that access to a field is determined by a combination of road width and approach width, establishing an approach expansion program will be financially more prudent for the Municipality than expanding municipal roads.The Municipality of Russell Binscarth will make available, on an annual basis, finite financial resources to be used toward enhancing field approaches for agricultural producers.   

 POLICY: Farmers who need expanded approaches will be required to provide a formal request identifying the field location, approach location and proposed expansion size in writing to the Municipality. The Agricultural Approach Expansion Program will be a 50/50 program paid equally by the Municipality, and the agricultural producer.  There will be limits placed on the number of requests funded by the Municipality each year based on budget allocation and the maximum width of the final complete approach funded by this program.  In order to extend the program and provide benefit to as many producers as possible annually, only one application can be received from a farmer yearly.
 
 Construction of the approach will be under the responsibility of the Municipality to ensure the Municipality of Russell Binscarth standards are met. The maximum final width allowed to be funded and constructed under this program is 50 feet.  Timing of construction will be at the discretion of the Municipality however the Municipality will work with producers to avoid conflicts with operational needs of the producer.
