The Municipality of Russell Binscarth Operates on a quarterly Utility Billing Cycle.

The minimum charge for a 3-month period is a total of $132.95.

This includes a $40.00 garbage fee, and $92.95 for a minimum usage of 3000 gallons.

*Anything used over 3000 gallons is charged at $2.251 per 100 gallons.*
