Notice is hereby given that a vote of the Municipality of Russell Binscarth will be taken to elect one councillor from the following duly nominated candidates:

For the office of Councillor:

VOTING PLACES

Voting places will be open for voting on Wednesday, April 29, 2026,between 8:00 AM and 8:00 PM at:

• George P. Buleziuk Community Centre, 106 Shell River Avenue S, Russell, MB
• Binscarth Municipal Office, 116 Russell Street, Binscarth, MB

IDENTIFICATION MAY BE REQUIRED BEFORE BEING ALLOWED TO VOTE.

A person may be required to produce one piece of government-issued photo identification (for example - driver’s licence or passport) or at least two other documents that provide proof of identity.

ADVANCE VOTING

For the purpose of accommodating persons who are qualified to vote, but who have reason to believe that they will be absent or otherwise unable to attend their proper voting place on Election Day, an advance voting opportunity will be located in the Brad Room of the Municipality of Russell Binscarth Civic Centre, 178 Main Street N, Russell, MB, and will be open on Monday, April 20, 2026, between 8:00 AM and 8:00 PM.

MOBILE VOTING

For the purpose of accommodating persons who are qualified to vote, but reside at a health care facility, a mobile voting station will be set up at the following locations on Wednesday, April 29, 2026,:

• Russell Personal Care Home, 113 Arsini St E, Russell, MB, from 10:00 to 11:30 AM
• Russell Health Centre, 426 Alexandria Avenue S, Russell from 1:00 to 3:00 PM

APPLICATION TO VOTE BY SEALED ENVELOPE

A voter who is unable to go in person to the voting place or vote in advance, may apply in person, in writing, or by email to the Senior Election Official or designate at 178 Main Street, Box 10, Russell, MB, R0J 1W0.

If applying in person, a voter may apply between March 15 and April 26, 2026. A voter applying in person may pick up a sealed envelope ballot package at the time of application. If applying by mail or email, a voter may apply between March 15 and April 26, 2026. A voter applying by mail or email will receive a sealed envelope ballot package by regular post, or by making alternative arrangements with the Senior Election Official. If applying in writing, you must enclose a photocopy of ID that contains your name, address and photograph.

Candidates’ nomination papers are required to disclose any offences that they have pleaded guilty to, or been found guilty of, under the Criminal Code (Canada), the Controlled Drugs and Substances Act (Canada), the Income Tax Act (Canada), or The Income Tax Act of Manitoba. NOTICE OF VOTERS LIST/PERSONAL SECURITY PROTECTION

NOTICE IS HEREBY GIVEN that a copy of the VOTERS LIST will be revised by the Senior Election Official (SEO) by:

(a)adding the names of voters who are entitled to have their names on the list;

(b)deleting the names of persons who are not entitled to have their names on the list; and

(c)making such other corrections of errors to the list as required.

VOTER ELIGIBILITY:

A person is eligible to have their name added to the Voters List if they are:

1)a Canadian citizen and at least 18 years of age on by-election day; and

2)a resident of the local authority for at least six (consecutive) months prior to the by-election day, OR a registered owner of land in the Municipality for at least six months prior to the by-election day.

APPLICATION FOR PERSONAL SECURITY PROTECTION:

A voter may apply in writing to the SEO (at the address/email below) no later than 5:00 PM, Wednesday, March 24, 2026, to have their name and other personal information omitted or obscured from the voters' list to protect the voter’s personal security. The application may be submitted in person (by appointment only), by mail or by email and must include your name, address and proof of identity. In a civic election, that person may only vote by Sealed Envelope Ballot and cannot vote in person at the regular or advance voting places.

NON-RESIDENT VOTERS

A maximum of two non-resident voters per property are permitted to vote in a municipal by-election/ election. To be included on the voters’ list, each voter must obtain written consent from a majority of the registered landowners and file this with the SEO. If the SEO does not receive the consent form from a non-resident voter who owns property with more than two other property owners, the voter must not be included on the voters' list.

The municipal by-election takes place April 29, 2026. Changes to the voters' list can only be made until the close of the nomination period, which is 5:00 PM, Tuesday, March 24, 2026.

NOTICE OF NOMINATIONS FOR BY-ELECTION

NOTICE IS HEREBY GIVEN that on the following days: March 18, 19, 20, 23 and 24, 2026,

between the hours of 8:30 AM - 12:00 PM and 1:00 PM - 5:00 PM

at the Municipality of Russell Binscarth Civic Centre,

178 Main Street, Russell, Manitoba,

I will receive nominations for the office of ONE COUNCILLOR of the aforesaid Local Authority.

The nomination deadline is Tuesday, March 24, 2026, at 5:00 PM.

Nominations cannot be accepted after this day.

All nominations shall be made in writing and shall be signed by at least twenty-five voters, or NOT less than 1% of the voters (whichever is the lesser) of the authority or ward (as the case may be), but in all cases by at least two voters. The candidate’s declaration of qualification shall also accompany each nomination.

Nominations may be filed in person at the above location, on the date and hours specified, by an official agent.
