Accessible Handi-Van Vehicle

The Municipality of Russell Binscarth is accepting proposals for the supply of one (1) used accessible handi-van vehicle meeting the following minimum specifications:

Required Specifications

· Gas-powered vehicle

· Capacity to accommodate a minimum of two (2) wheelchair passengers

· Wheelchair lift or ramp

o Power/automated lift preferred

· Maximum mileage of 75,000 km

· Manitoba Safety Inspection Certificate (current and valid) at time of delivery

· Vehicle must be in good mechanical condition and ready for immediate service

· No significant collision history or structural damage

· Clean title and free of encumbrances

Preferred Features

· Model year 2020 or newer

· Low mileage

· Preventative maintenance records available

· Air conditioning and rear climate controls

· Automatic transmission

· Backup camera

· Remaining manufacturer's warranty or extended warranty

Proposal Requirements

Proposal shall include:

Vehicle make, model, and year
Current mileage
Vehicle Identification Number (VIN)
Detailed vehicle specifications
Photos of the vehicle (interior and exterior)
Description of wheelchair accessibility equipment
Manitoba Safety Certificate
Any known defects or deficiencies
Delivery location and timeline
Proposed purchase price, including all applicable fees

Evaluation Criteria

Proposals may be evaluated based on:

· Compliance with specifications

· Vehicle condition

· Mileage and age

· Accessibility features

· Maintenance history

· Warranty coverage

· Purchase price

· Delivery timeline

Submission Information

Proposals must be submitted no later than 5:00 pm on Aug 3, 2026

The Municipality reserves the right to reject any or all proposals and is not obligated to accept the lowest-priced proposal.
